Victory! Discrimination for Educational Choice Ends. Funding for Home School Drivers' ED Students Reinstated!    by Jordan Warfel    For months every year, the governor and state legislators meet behind closed doors to craft Delaware's greatest back room deal - the state budget. It's no place for the weak.
